Many are pre-teenagers, much too young to enjoy the clubs, while others are not looking for entertainment at all. They are downtown to cause trouble: drinking in private parking lots, damaging property, preying on those who are enjoying themselves within the law. This kind of behavior is already criminal and unacceptable. A curfew could weed out some of the younger potential offenders, but not solve the overall problem.
