Summary:A screening panel yesterday nominated the superintendents of Dade County, Fla., Fairfax County, Va., and Portland, Ore., for the job of the New York City schools chancellor, although several officials made it clear that Miami schools head Joseph A. Fernandez is the favorite candidate for the job. [Robert F. Wagner Jr.] said [Robert G. Spillane] would interview with the board today, and that he has placed a call to Prophet. But Prophet will not consent to an interview with the board, according to Prophet's spokesman. According to [Minerva Warwin], there was unanimity on the committee to recommend Fernandez, a Hispanic, and Spillane, who is white and who interviewed with the panel on Friday. But the decision to recommend Prophet was intertwined with a discussion about Memphis, Tenn., schools superintendent Willie Herenton - apparently out of a desire to recommend a black candidate.
