Some responsible fathers, guilty only of living in the divorced and never-married fathers' ghetto but falsely accused by their former wives of nonsupport, have been tracked down and roughed up by zealous officers determined to stamp out Deadbeat Daddies. The public has been led to believe that men care so little about their children that they don't even bother to visit. But depending on which study one wishes to rely on, between 20 and 42 percent of divorced mothers actively attempt to sabotage the father-child relationship. If the federal government instituted programs to help these women appreciate the nonmonetary importance of fathers to their children, fewer fathers - and fewer wallets - would disappear. [Daniel Patrick Moynihan]'s plan will only devastate and denigrate fatherhood even more. It will allowmothers to keep fathers away from their children while at the same time availing themselves of the fathers' money. It will inspire fathers to seek ways to beat the system by giving up their paycheck jobs and seeking off-the-books employment.
