Summary:So thrifty is the Sanford Charter Commission that its attorney, Eric Cote, photocopied the group's final report on the backs of old legal briefs and other court documents. One of the 40 or so recycled pages was from a 1996 lawsuit that accused the Board of Selectmen of holding a secret meeting, in violation of the state's Freedom of Access law. Cote was the attorney for the plaintiffs in that suit. The use of the page in putting together the commission's final report is interesting because the proposed new charter, in addition to recommending a dramatic overhaul of town government, makes explicit provisions for increased public access and input at selectmen's meetings.
