Summary:"I think it's a good budget," said GVRD chairman George Puil of expenditures that will drop from $426,875,692 in 1998 to $354,576,814 in 1999. The increase comes in part from sewer rates that go up seven per cent, or about $7, to the average homeowner -- whom the GVRD has worked out to be someone with a residence assessed at $283,000. According to Burnaby councillor Lee Rankin, chairman of the GVRD's budget and administration committee, water and sewer services that now cost the consumer $93 annually will double by 2007.
