Summary: | The initiative's broad goals for the year 2000 were developed by the nation's governors and the Bush administration in 1989. They include: making sure that all children "start school ready to learn;" increasing the high school graduation rate to 90 percent; setting competency levels for fourth-, eighth- and 12th-graders in several subjects, including math, science and English; and making U.S. students first in the world in mathematics and science. State panels will work with individual schools that wish to compete for grant money, choosing appropriate proposals and monitoring each school's progress through a series of assessments, which could include student interviews and classroom monitoring. The U.S. Education Secretary must approve each grant forwarded from the state panels. |
