Summary:SEOUL, Tues: The US is expected to continue to promote and back Asia- Pacific Economic Cooperation (Apec) to prevent the formation of an independent Asian economic bloc and the spread of Japanese influence in the region. Asean maintains that Apec should seek cooperation through discussion and consultation and not through confrontational negotiation. It is also opposed to the idea of Apec developing into an organisation and maintains that Apec should be a forum for discussion, not an economic bloc. Malaysia especially objects to Apec becoming an institution as it prefers Apec to boost cooperation and to focus on existing projects which emphasise technology transfer, human resources development and the promotion of small- and medium-sized enterprises.
