Unlike Rosa Cameron, Paul Henningsen and Jeff Pawlinski all charged and convicted of felonies while on the council the charge against Donovan does not rise to that level. Asked whether Donovan should resign, [Jim Witkowiak] said: "That's up to him. He knows in his heart what he did or didn't do, and I think whatever he decides to do, he'll do the right thing."
