Galarza said he understood and wanted to represent himself. Judges can appoint lawyers at no expense to the defendants. Wagner never mentioned that he had the power to appoint a lawyer for Galarza at county expense. In response to a series of questions from Wagner, Galarza acknowledged he was waiving his right to a lawyer and pleading guilty. But a short time later, Galarza again seemed unsure.
