But never before has a company of Caterpillar's size _ a $10 billion manufacturer _ attempted to replace thousands of union workers. UAW President Owen Bieber has repeatedly said the fate of the labor movement hangs in the balance in Illinois, where the UAW is striking at Caterpillar production and assembly plants _ the core of the Peoria-based company's heavy machinery business. Seeber and [Harley Shaiken] said fewer than 5 percent of Caterpillar's striking UAW workers could be expected to cross picket lines. That projection is based on studies of similar strikebreaking action by other companies.
