The other two issues in this bill are separate and distinct: apartments in houses (accessory apartments) and garden suites. Even if [Bill] 120 does encourage the construction of a considerable number of new apartments in houses, many of these new tenants will not own vehicles because they have chosen a modest dwelling precisely because their limited income will not afford them a car.
