Summary:WASHINGTON - Striving to keep alive the possibility of U.S. loan guarantees for Israel, Secretary of State James Baker and congressional leaders are considering a plan that would let Baker decide whether Israel's future settlement activity entitles it to the aid, sources familiar with the discussions said Tuesday. Baker announced Monday the administration would back $10 billion US in loan guarantees to help absorb immigrants from the former Soviet Union only if Israel agrees to halt all construction of Jewish settlements in the West Bank and Gaza Strip. Israeli Prime Minister Yitzhak Shamir's government has said it would reject those terms. If that happens, Congress may not be able for a year or more to act on the loan guarantees as part of the normal foreign aid authorization process.
