Summary:* There is no EC environmental protection agency with enforcement power. One was approved in 1990, but France has refused to give its needed vote to pick the agency's headquarters site until other EC members agree to make the French city of Strasbourg the permanent site of the European Parliament. When the agency does find a home, it will have only the power to collect data - something the EC is extremely short on under current arrangements. * EC members regularly violate what few air, water or waste pollution measures the EC has passed, with Spain, Italy, Greece and Belgium the worst offenders. And the only sanction for such violations is the embarrassment of a public suit that cannot force compliance or result in fines. For example, despite an EC directive on effluent standards for surface waters, Brussels continues to dump raw sewage into its waterways.
