Summary:Mario Cino, acting US transportation secretary, told EU officials on Tuesday the US would miss the October 12 deadline for outlining new rules to liberalise the involvement of foreign investors in US carriers. The investment rules are the obstacle to winning EU ministers' agreement on the broader transport deal agreed last December. This would let airlines operate between almost all EU and US airports, and bring co-operation on safety, security and competition matters. She informed Jacques Barrot, the EU transport commissioner, that the investment rule would not be ready in time for consideration - alongside the broader aviation pact - at the next meeting of transport ministers in October.
