Summary:It is ironic that the European Convention was slightly more open to civil society groups than any previous treaty-drafting process. But its failure to deliver a vision that would be supported by citizens demands much greater efforts at democratic reform. What we need is a system of participatory democracy where civil society groups at local, regional, national and European levels can all engage in an ongoing debate with politicians about the EU's direction and policies.
