Summary:Mr [Gerhard Schroder] said thought had to be given to proposals to "transform the hitherto indirect financing of the European Union into a [form of] financing that is partly direct". Mr Schroder said a key question was "whether the Europe of the future will operate by means of inter-governmental cooperation or whether it will be more integrated". He said he believed there was "no reasonable alternative" to the latter, more federal model. Mr Schroder is due at Chequers today for a flying visit. Accompanied by his wife and daughter, he is expected to arrive in time for dinner and leave early tomorrow afternoon.
