Summary:NEW YORK - Whenever traffic experts make dire predictions of worsening congestion on city streets, Stephen James says he can hardly wait. James, a street pedlar who makes his living selling merchandise to motorists trapped in interminable jams, sees every car as a potential sale. Pedlars like James are showing up in increasing numbers along new York`s clogged traffic lanes, selling everything from car fresheners to cutlery sets to pretzels. City officials say few of the pedlars have a licence. "We have seen them mainly at the entrances to the Queens-Midtown Tunnel, the Lincoln Tunnel and over on West Street (near the Holland Tunnel), mainly during the rush hours, " says Lt. Robert Lottit, of the police department`s Manhattan South pedlar squad.
