Summary:- This fee applies only to international adoptions, and only those that are not finalized in Ontario. Domestic adoptions, although considerably more complicated than an international adoption, do not have this fee. This is clearly discriminatory, based on the origin of the child. - This fee seems to clearly violate the Ontario Human Rights Code, and would seem to openly invite constitutional challenges in court and/or a class-action suit being initiated by those so discriminated against. There are enough lawyers who have chosen to adopt in this way to make it fairly easy to find at least one to take up the challenge.
