Summary:[Andrei Gromyko] dashed hopes of an early East-West thaw by saying U.S. President Ronald Reagan had a "pathological obsession" about military superiority and was drawing up "maniacal plans" for nuclear war. The U.S.-led NATO alliance came to the talks with six proposals for such measures as mandatory notification on planned military manoeuvres and sharing of military information to be verified through on-site inspection of troop movements. Moscow said last month it would accept on-site inspections in the air and on the ground of military movements in its European territory. It was a major concession by the Soviets, who for years contended Western proposals to verify compliance with arms agreements were masked attempts to spy on the Warsaw Pact.
