Summary: | The interaction between telecommunications, technology, & international politics is explored to explain an unintended consequence of the laying of cables in the Caribbean, the creation of the offshore financial services industry. In giving the Caribbean advances in communications technology, Cable & Wireless made the Caribbean a leader for the transfer & translation of financial information. The "tax haven" economies underwrite the state budgets of several Caribbean countries, such as Bermuda & the British Virgin Islands.
