The Blair government looked to the USA when it introduced elected mayors. This famously resulted in the election of Hartlepool United Football Club's mascot the Monkey and some local difficulties for Labour in London with Ken Livingstone. Since then, enthusiasm in government circles for mayors as a fast track to modernising local government has cooled. But the problem is that the English model is an insipid version of the real thing. Even a regular-size US mayor dwarfs the powers of UK counterparts. |
