Summary:Through two research experiences linked to the Pi a monte region and Mexico City, this article attempts to highlight how the distribution of latest-generation information and communications technologies (ICTS) constitute a necessary -albeit insufficient- condition for smart development. What are more important are organization and the aggregation model adopted by different subjects operating in the territorial contexts. This cooperative process makes it possible to amass the socio-technical capital that is the basis for building a real smart city that is both digital and inclusive. Adapted from the source document.
