"Basic causes of failures on objects of economy are recognized: poor quality of design and exploration, building and construction works and work on operation of buildings and constructions. The risk magnitude including the expectation value of the damage in relation to cost of object's building is accepted as the criterion function of the object's safety. The analysis of approach concerning safety of economy's objects which is taking into account the factors forming criterion function is given. Limiting deformations which are the border of the risk are accepted as critical parameters of the object's condition."
