Summary:In 1991, over thirty years ago, the European Commission's [EC] LEADER initiative was set up to revitalize the rural environment using its endogenous potential. Although it is now fully consolidated as a public action and despite of the great interest it has aroused, not much research has considered the role played by the LEADER Programme in times of crisis. This article aims to study the performance of the LEADER Programme in crisis periods and compare it to a time of expansion in an eminently rural area, Castilla-La Manch, Spain. For this purpose, we considered a general model and two sub-models, with a sample of 2,403 projects that generated employment during the 2007–2013 and 2014–2022 programming periods. The results show that LEADER was more effective in times of crisis than in times of expansion. During the latter, the public sector played an important role.
