Summary: | Synopsis: In the several decades since they were first established, the roles and responsibilities of regional transmission organizations and independent system operators have evolved and expanded, while the electricity market itself has become more complex as a result of emerging technologies and social and regulatory pressures to reduce carbon emissions. The combination of these factors has led numerous commentators to question whether RTOs and ISOs governance structures are adequate to guide the organizations in an increasingly complex - and scrutinized - environment. This article summarizes the critiques and suggestions regarding RTO/ISO governance from academic literature. It then synthesizes those contributions into a discussion of the aspects of governance that appear to work well and those that may be considered targets for future reform. |
