The foundation of the Party's work in rural areas is the Party organizations of rural grassroots, and it İs the core force of promoting the rural revitalization strategy. [...]the Party organizations of rural grassroots should attach great importance to the work of rural non-point source pollution control, give full play tt the role of fighting bastion of the Party branch, and build a mechanism for Party building to lead the control of non-point source pollution in rural areas. First of all, Nantong Bureau of Agėculture and Rural Affairs and other government subjects should strengthen the publicity, education and guidance for farmers in rural non-point source pollution control. [...]it is necessary to record the environmental behavior of each farmer and establish archives, implement a scientific and reasonable rewards and punishment mechanism, give spiritual rewards and appropriate material rewards to farmers actively participating in rural non-point source pollution control. [...]it is well known that the government gives top priority to solving the problem of rural nonpoint source pollution, and puts economic interests second; market subjects first pursue economic benefits, and then asume social responsibilities; farmers pursue comfortable survival, living and ecological environment, and they are the direct recipients and beneficiaries of rural non-point source pollution control and the most immediate stakeholders#31.
