Summary:Application of Information Technology (IT) has been seen over a decade in government services with an objective to make better citizen services leading to many e-governance implementations. But over a period of time, many applications have resulted in partial or total failure. Out of the several reasons for failure, outsourcing is one. Often these services are being outsourced without sufficiently analyzing the decision making of whether or not to outsource. In this context, may be selective outsourcing can be one solution to improve the systems' effectiveness. An attempt has been made through a case analysis, with the help of the Fuzzy AHP, to find out an optimum level of outsourcing. The analysis suggests a balance mix strategy between in-house and external agency with selective outsourcing, which in turn helps to reduce failure rates in e-governance projects.
