Inspired by events in Northern Ireland, ETA met secretly with the moderate Basque Nationalist Party (PNV). The meetings culminated in the Declaration of Lizarra, which proclaims the right of the Basque people to determine their own future. ETA announced its unconditional cease-fire 4 days later.
