Summary:In Ecuador, we no longer talk about the virtues and definitions of the bureaucracy as a highly rationalized management and administration system with maximum technical efficiency, characterized by hierarchical organization and the assignment of functions by virtue of a demonstrated capacity; it is seen pejoratively as a functional class, not based on the power and privileges derived from the attributions inherent to the exercise of the function. The research discusses on the relationship between the use of modern management tools and the increasingly obsolete paradigm of centralized and linear management, to then try to use modern management tools such as the Balanced Scorecard in the public sector applied to District 16d01 -Pastaza-Mera-Santa Clara-Health.
