Summary:The analysis of the energy situation in the world and in the Post-Soviet area was carried out. The main focus was on the energy problems in Ukraine. The current paper presents existing energy sector paradoxes. Issues of the comfort level and of the natural environment dependence on the energy resources consumption are being discussed. The relationship between the human life quality level and the level of energy consumption is shown. The analysis of the energy resources distribution in the world is provided. The likely review of the energy re-sources market is forecasted. State energy policies and strategies are being compared. The high profitability of the centralized energy supply management in municipalities is being underlined. Issues regarding the scientific poten-tial and the energy management development are considered. The compliance of energy resource prices with the level of thermal protection of buildings and with energy projects investment principles is being analyzed. The importance of the market-based choice of energy resources considering energy company mergers and decision power concentration is presented. The compliance between the energy policy of Ukraine and the obligations resulting from gas contract with Russia is being discussed. The role of energy in the agricultural processing chain is analyzed. Este efectuată analiza situaţiei energetice în lume şi în ţările din fost spaţiu sovietic. Atenţia de bază este acordată către problemele energetice ale Ucrainei. Este demonsrat caracterul paradoxal al acestor probleme. Se discută problemele de dependenţă a nivelului de comfodt şi a ecologiei de la consumul resurselor energetice. Este prezentată legătura între calitatea de viaţă a omului cu nivelul de consum al energiei. Este prezentată analiza de distribuție a resurselor energetice la nivel mondial. Se prognozează revizuirea posibila a pieţei resurselor energetice. Se compară modelele politicii energetice şi a strategiilor statului. Se subliniază eficienţa înaltă a conducerii centralizată a electoenergeticii la nivel municipal. Sunt examinate problemele potenţialului ştiinţific şi dezvoltarea managementului energetic. Se analizează concordanţa între preţurilele carburanţilor cu nivelul de protecţie termică a clădirilor, principiile de investire în proiectele energetice. Este demonstrată actualitatea metodelor de piaţă la alegerea surselor de energie în condiţiile fuziunii a businesului energetic şi a puterii. Se discută problemele de corespundere a politicii energetice a Ucrainei cu angajamentele faţă de Rusia referitor la contractul de gaze. Se examinează rolul energiei în lanţul tehnologic al complexului agroindustrial. Проведен анализ энергетической ситуации в мире, в странах постсоветского пространства. Основное внимание уделено энергетическим проблемам Украины. Показан парадоксальный характер энергетических проблем. Обсуждаются вопросы зависимости уровня комфорта и экологии от потребления энергетических ресурсов. Показа-на связь качества жизни человека с уровнем потребления энергии. Дан анализ распределения энергетических ресурсов в мире. Прогнозируется возможный пересмотр рынка энергоресурсов. Сравниваются модели энергетической политики и стратегии государст-ва. Подчеркивается высокая рентабельность централизованного управления энергообеспечением на муниципальном уровне. Рассмотрены проблемы научного потенциала и развития энергетического менеджмента. Анализируются соответствия цен на энергоносители с уровнем тепловой защиты зданий, принципами инвестирования в энергетические проекты. Показана актуальность вопроса рыночного подхода к выбору источников энергии в условиях слияния энергобизнеса и власти. Обсуждаются проблемы соответствия энергетической политики Украины с обязательствами по газовому договору с Россией. Рассматривается роль энергии в технологической цепочке агропромышленного ком-плекса.
