Summary:By combining a charge to double-sponsored research in the University of Missouri system by 1990 with an administrative reorganization that was designed to enhance research, a strategy to implement the transition from internal to external grantsmanship was created. The most crucial factor in this process was the development of a policy of "stated obligation" rather than "implied expectation" for applicants to seek external funding following completion of their internally awarded research efforts. The success of this policy of stated obligation has been apparent. Operating under the new policy in fiscal years (FY) 1983-1984 through 1986-1987, each internal award dollar generated an average of $2.35 in subsequent external funding. In contrast, operating under the policy of implied expectation from FY 1979-1980 through 1982-1983, each internally awarded dollar resulted in an average $0.42 of external support. In addition, 67% of all external proposals submitted under the new policy were awarded, compared to 42% under the old policy.
