Summary: | The role and structure of research compliance administration in the 1990s are examined. Regulations require increasing institutional oversight and full scale training. A major problem associated with the unchecked growth of research regulations concerns the proliferation of committees that parallels the growth in numbers of regulations. Another problem concerns appropriate assignment of responsibility. For research compliance activities within universities, the idealized organization reports to the highest academic officer with oversight of research. The title that the university gives the operation's head must reflect its commitment to effective action. The technical staff should consist of specialists in each of the areas of compliance. Areas of compliance authority vital for reorganization are: 1. the authority to establish policies for ensuring that the institution meets all regulatory requirements, 2. the authority to establish a program of training and education, with appropriate means of personnel certification, and 3. the authority over funds. |
