Summary: | Because Medicaid is one of the largest items in a state budget, a state government facing budget pressure may have no choice but to look at Medicaid spending. The time is right to modernize Medicaid and strengthen how it works. That is why the Bush Administration has proposed a plan to make Medicaid more effective, cover more people and provide better health care delivery. The federal government has an excellent model for Medicaid reform in the widely acclaimed and highly successful State Children's Health Insurance Program (SCHIP). SCHIP allows states to utilize federal support in ways that make sense for them. Their expenditures are not straitjacketed by inflexible national rules; rather, states are empowered to do what's best for their residents. |
