Summary:Video Compression is one of the most important research areas in the field of image processing. It is used for a large number of applications such as surveillance, medical and multimedia communication. In this paper, the possibility of using one of the total compression bit rate techniques, namely, Discrete Wavelet Transform (DWT) for decoding the video sequence and Set Partitioning In Hierarchical Trees (SPIHT) for encoding techniques based on lossy compression. The performance of video quality assessment method based on Mean Square Error (MSE), Prominent Peak Signal Noise Ratio (P-PSNR) and Energy Level (EL) of the medical video frames, this model was more consistent with human characteristics. The efficiency of the proposed scheme is demonstrated by results, when faced to the method presented in the recently published paper based on the bit rate coding using a rate control algorithm.
