Summary:The draft law "Energy Efficiency Law" is elaborated in order to ensure that until 2020 Latvia reaches several sustainable targets of the energy sector, including also district heating by improving quality of district heating operation and by reducing heat power consumption by the end-users. Analysis performed within the article has permitted to conclude that this draft does not provide for the legal regulation required for the implementation of several underlying targets. Moreover, it does not contain such delegation for the Cabinet of Minister to elaborate legal norms implementing this law, which would correspond to the principle of the state power separation. Consequently, it is not possible to forecast comprehensively the potential operation in practice of the draft law.
