Summary:The president of Latvian Republic Andris Bërzins expressed dissatisfaction with the national security services and suggested that in the near future the Parliament will have to decide on the reorganization of security agencies. Clearly, these expressions are related primarily to the current situation in Ukraine as the Latvian national security agencies, other public institutions, and society in its entirety must be ready to respond to the new security situation. It is possible that the Latvian internal security doctrine should be reviewed and changes must be made in the legislature and institutional framework of security. The question about security should be considered in the context of the threat of terrorism and "hate crimes" in Europe and in the whole world. However the Latvian security authorities have an unfounded, peaceful disposition, believing that the terrorist threat level in Latvia has not changed significantly in recent years and remains relatively low. The research tasks and objectives are to analyse national security institutions, based on the role of the security police and possibilities of counter-terrorism and the fight against "hate crimes" in the country. The study also takes into account the fact that security authorities largely operate underground and don't show their purpose to the general public and put forward definite proposals based on their work and the analysis of tense situation in Europe and in the world. These materials are recommended for students who are studying the course "Fundamentals of operational activity". The article is based on theoretical and applied research, the research of specific legal aspects, inquiry, comparative methods and practice materials.
