Summary:Research has emphasized that school environments matter concerning student achievement. In recent decades, several pieces of legislation have been passed in efforts to improve school environments in Maryland. Effective improvement on school buildings requires a substantial, consistent monetary commitment for school environments to improve. Although the state has provided $250 million per year in assistance, this is far short of the $4 billion mark. The most innovative education for students cannot occur in old, outdated, and dilapidated school buildings. State legislation requires permanent and consistent state funding; partial financing or unfunded mandates are useless. The researcher will analyze six high schools newly built in 2010 in Maryland's various 24 counties that replaced an older facility at the site. Using Maryland state assessment data this study compared previous scores of state assessments to these schools’ populations in the old buildings to scores after the new schools were built. Analysis of these data showed the need for a larger commitment of state funding for school facilities mandates.
