Summary:In the article some ideas on the methodology of apportioning seats to the Parliament of Iceland are discussed. The problem of ensuring full proportionality in the representation of parties is addressed and suggested to define all constituency seats as adjustment seats, i.e. dependent on the national outcome. Currently there is a great discrepancy in the proportional distribution of the seats between the constituencies. Methods for a fair distribution are also discussed. The problem of assigning adjustment seats is a well-known biproportional apportionment issue. A new simple heuristic algorithm is described and tested.
