However, he continued to innovate and made significant contributions, including reconstruction of the Manville Personal Injury Settlement Trust, which came to be a paradigm for compensating asbestos victims; stimulating the first use of a panel of experts in the breast implant litigation; writing an opinion in the DES litigation, which was a small treatise on determining damages; writing major opinions to modify traditional limits on personal jurisdiction where mass torts were involved; and engaging in a fascinating (and, finally, losing) battle with Congress over the use of federal agency data in litigation involving the importing of guns into New York City.
