Summary: | (Purpose) The purpose of this study is to analyze the performance of the balanced national development policy from the Participatory Government to the Moon Jae-in government.
(Design/methodology/approach) A total of 14 indicators were selected by adding the innovation index and lacal extinction index to five fields (population, finance, product, industry, health and welfare) based on the 'balanced development indicators' announced by the National Balanced Development Committee. The difference(or gap) between the metropolitan area and the non-metropolitan area was analyzed by indicators.
(Findings) It was found that the gap between the metropolitan area and non-metropolitan areas was widening, except for finance, the number of social welfare facilities per 100,000 and the number of beds per thousand.
(Research implications or Originality) In order to solve such problems, the following policy implications are presented. The first is policy consistency. Although the goals of the balanced development policies were different for each government, it is important for the policies to be consistent because the effects of the policies appeared after a certain amount of time. Second, in order to give more power to the balanced development policy, it should be made into an independent government department rather than the current committee. Third, balanced development policies and decentralization policies should be promoted so that they do not conflict with each other. Finally, the role of local governments should be further strengthened in the process of establishing balanced development policies. KCI Citation Count: 0 |
