Summary:Mencius stipulated Zhu Xia cultures to the developed cultures and stipulated Si Yi cultures to the undeveloped cultures. Then he only acknowledged Zhu Xia cultures and excluded Si Yi cultures. For protect Zhu Xia's developed cultures, he emphasized that Si Yi 's undeveloped cultures should be changed by Zhu Xia's developed cultures, after this Si Yi have to preserve and expand good mind. So if Si Yi forsake their cultures and accept Zhu Xia's cultures, they are the Zhu Xia, on the other hand if Zhu Xia forsake their cultures and assimilate in Si Yi cultures, they are Si Yi of the undeveloped cultures. Because although Si Yi can change their undeveloped cultures to Zhu Xia's developed cultures, they did not have the cultural foundation that they can understand universal values. Therefore in his view, Si Yi have to preserve and expand necessarily their good mind on the cultural foundation that had changed the their undeveloped cultures by Zhu Xia's developed cultures.
