참여형 커뮤니티 공간 조성 프로젝트의 국내외 사례 연구 -참여주체와 프로세스를 중심으로

최근 지역사회의 다양한 문제를 해결하고, 의견을 표현하는 주민참여의 중요성이 강조되고 있다. 이를 통하여 주민들은 스스로 자신의 일상생활공간의 문제를 해결하고, 아름답고 살기 좋은 공간환경을 만들기 위해 노력하고 있다. 이와 같이 지속가능한 커뮤니티 조성을 위해 지역 구성원의 참여와 소통이 중요시되고 있다. 실제로 국내외에서는 커뮤니티 공간 조성을 위해 다양한 프로젝트가 진행되고 있다. 이러한 시점에 행정과 전문가, 주민들이 상호 소통할 수 있는 프로세스와 상호 소통관계가 정립되는 것이 중요하다고 할 수 있다. 즉, 주민 간의 다양한 의견을 조율하고 합의를 도출하며, 이러한 의견을 전문가와 행정이 이해하고 협력하는 과정이 선행되어야 참여의 효과와 가치가 극대화되고 지역 커뮤니티를 개선할 수 있는 것이다. 도시는 커뮤니티의 특성을 존중해야 하고, 모든 시민에게 만족할만한 삶의 질을 제공해야 한다. 좋은 커뮤니티란 주민들의 삶을 다각적으로 향상시키고 사회적 안정을 도모하는 데 기여하는 것이다(김규리 외, 2008). 특히 커뮤니티 공간은 지역주민이 모이고, 다양한 주민 프로그램이 운영되어 커뮤니티 의식의 회복(김현진 외, 2009)을 위한 주요 거점으로서 잠재력을 가지고 있다. 이러한 맥락에서 참여형 커뮤니티 공간 조성 프로젝트의 국내외 사례에 대해 참여주체와 프로세스의 관점에서 재조명하는 것은 중요하다. 본 연구에서는 프로젝트의 사례 분석을 통해 각 참여주체들이 어떠한 역할을 하고, 관계를 맺어야 하는 지에 대해 고찰하고자 하였다. 또한 소통적 계획 프로세스에 따라 커뮤니티 공간을 중심으로 커뮤니티를 개선하는 과정이 어떠한 가능성이 있는지 모색해 보고, 추후 여러 프로젝트에 대한 기본적인 방향을 제시하는 것을 목표로 하였다. As the paradigm changes from the Rational planning process to the collaborative planning process, citizens are the main subject establishing the town and city. Community design is growing with the participation of local people to improve town environment. So new social and communication problems have been caused and there have been lots of discussion on regional communication. And also community space is one of main factors of more liveable and safer community. For communities to become alternatives with realistic meanings in this changed society, considerations on social and spatial conditions are needed. Therefore, community space which works as a device of physical environment for activation of communities needs more active changes which encourages social communication.This Study analysed comprehensive case studies of participatory project of the making community space. Above all, the network of the project participants must established; residents, professionals, government, NGOs, and sponsors. From the suggestion of the site and presentation of a problem to the planning, design, construction and maintenance, residents and experts were closely linked. Also, local government and administration suggested the project priorities and guidelines. Through interviews, discussions, surveys, a variety of design games and feedback, planning and design process of making community space was progressed. KCI Citation Count: 6
