경로의존성 관점에서 본 세종시정책의 변동과정에 관한 연구

2002년 대선에서 행정수도의 충청권 이전을 공약으로 내세운 노무현 후보가 대통령에 당선되면서 행정수도의 충청권 이전이 정책화되었다. 하지만 2004년 10월 헌법재판소는 “대한민국의 수도가 서울이라는 사실은 관습헌법”이라는 논리로 행정수도 정책에 대해 위헌판결을 내렸다. 이에 노무현정부는 2004년 11월 후속대책위원회를 통해 행정부처만 옮기는 방안을 모색하였으며, 국회는 2005년 3월 행정중심복합도시건설특별법을 통과시켜 노무현정부는 행정수도 정책의 변형된 정책인 세종시 정책을 추진해 왔었다. 2008년에 집권한 이명박 대통령은 대통령에 당선된 후 세종시 건설의 성격을 행정중심복합도시에서 교육과학중심도시로 바꾸고 중앙부처는 이전하지 않는, 이른바 “세종시 수정안 정책”을 정책적 이슈로 제기하였다. 하지만 충청권을 중심으로 한 비수도권에서는 수도권 과밀화와 지방 황폐화를 조장하는 세종시 수정안 정책을 당장 철폐하라는 여론이 들끓기 시작하였다. 세종시 수정안 정책에 대한 갈등은 국론분열의 양상까지 보였다. This paper analyzed the limitation of policy change of Sejong City Construction in perspective of path dependency, the core logic of historical institutionalism. Path dependency means that prior institution continues to affect next policy change or to regulate it. Path dependency is useful methodology to analyze how Sejong City Construction Policy pushed ahead by Roh Moo-hyun Administration affected it of Lee Myung-bak Administration. In characteristics of path dependency, the Administrative Capital Relocation Policy failed because of lock-in of the institution through the 600 year of the Capital Seoul's history. The Sejong City Construction Policy of Education-Science based City(under amended Sejong City Construction Policy) failed because prior policy affected it. In types of path dependency, the Administrative Capital Relocation Policy was failure of policy change through the increasing returns, and the Sejong City Construction Policy of Multifunctional Administrative City(under Sejong City Construction Policy) was success of modified policy change through the reactive sequences. The amended Sejong City Construction Policy was also failure of policy change through the increasing returns. KCI Citation Count: 18
