4‒6세기 고구려의 지방운영체제에 대한 일고

4‒6세기 고구려의 평양 이동 및 이남지역으로의 진출은 미천왕대 낙랑군과 대방군이 고구려의 영역으로 들어오면서 본격화된다. 그리하여 고구려는 고국원왕대에 백제와 전쟁을 벌이게 되고 이 과정에서 고구려와 백제의 관계는 최악에 이른다. 이후 고구려의 광개토태왕은 즉위하자마자 백제의 한성으로 진군하여 관미성을 비롯한 백제의 여러 성을 수중에 넣는 등 대승을 거둔다. 고구려는 그 당시 줄곧 백제의 영향권에 있었던 한강유역뿐 아니라 신라 및 가야까지 영향권에 둘 수 있는 남한강유역으로 진출하는 발판을 마련하게 된다. 그러나 고구려는 한강유역을 완전히 수중에 넣는다거나 남한강유역 전역을 차지하지는 않았다. 다만 강과 같은 물줄기나 산자락을 따라 주요 거점성을 마련하여 그곳을 기반으로 고구려의 영향권에 두었을 뿐이다. 그러나 신라 진흥왕 이후에는 고구려의 남경이 임진강 이북으로 밀려나게 된다. 다음으로 4‒6세기 고구려의 지방통치는 대체로 내외평제와 3경 5부 및 성곡촌제와 주군현제 등으로 나눌 수 있다. 3경과 5부, 내평과 외평은 평양 천도 이후 본격적으로 시행되었고, 성곡촌제는 4세기 이전부터 시행되어오다가 4세기 이후 고구려의 주요 지방통치체제로서 확대되었다고 볼 수 있다. 그런데 고구려 주군현제의 도입 및 시행 여부와 관련해서 고구려의 지역적 특성을 고려하여 평양 이북의 서북방지역에서는 성주를 중심으로 한 군현제가 시행되고, 그 이남지역에서는 성을 거점으로 하여 군현이 설치되었을 것으로 판단된다. 주군현제의 도입 시점은 평양지역을 공취한 미천왕대 이후이고 고국원왕대를 거쳐 불교를 공식화하고 율령을 반포한 소수림왕대에 주군현제가 확립되었을 것이다. 그리고 광개토태왕과 장수왕대에는 한강 이남지역으로 진출하면서 이를 좀 더 확대했을 것이다. A process of territorial expansion in Goguryeo from fourth to sixth century had been advanced at the south and east areas of the Pyeongyang being situated the power of Chinese district and Baekje as well as the northwest and northeast being continued from the establishment of a state. Then the Goguryeo had gone to war against the Baekje, in this process both nations extended to the worst. By the way, in spite of the Goguryeo had made an attack on the capital of the Baekje, and captured or put to the Baekje’s King death, it had not occupied perfectly the basin of the Han River. Merely, the Goguryeo had established a major stronghold along the stream or mountain range like river, and just put in the influencing power of the Goguryeo being founded on there. Among the Goguryeo’s local government system from fourth to sixth century, the system of the castle·valley·village had been extended on the Goguryeo’s local government system after the fourth century coming into force since the fourth century. The other side, the system of the state·county·district had been gradually extended introducing in obtaining the Pyeongyang, and this had been a little more enlarged after advancing to the area south of the Han River.
