Summary:There is a strategy for educational decentralization in the center of educational reform in Finland, which is regarded as a success model of reform fitting on knowledge-based economy. The purpose of this study is to analyze the educational governance of Finland focusing on historical context and formal institutions and actors of educational decentralization processes. The decentralization reform has been based on civic values and accentuated participation and collaboration of diverse stakeholders including societal actors. This article analyzed the interactions among central government and local governments such as regulation, institutionalization, and information flow as relationship among institutional actors. The educational performance of Finland has been sustained by the system supporting quality management and raising equity. Especially the basis of education is general rules reflecting local demands of local governments, which are guaranteed by local governments law or basic educational law. Central government takes roles of setting national level education orientation, goals, and policies, and evaluating. The other authorities are on schools and teachers, for local governments take accountability on local educational administration. KCI Citation Count: 1
