地籍行政의 役割分擔 模型 硏究

본 연구의 목적은 주민생활의 밀착성이 높고, 주민의 재산권과 상관성이 높은 지적행정분야를 대상으로 AHP분석을 실시하고 평가하여 중앙정부와 지방정부간 지적행정의 사무배분을 위한 바람직한 역할모형을 도출하는 것이었다. 이상의 연구목적을 달성하기 위하여 연구의 대상은 지적행정으로 하였고, 연구의 범위는 공간적, 시간적, 내용적 범위로 구분하였다. 시간적 범위는 지방자치화가 본격적으로실시된 1995년부터 현재까지로 하였고, 공간적 범위는 대한민국으로 하였으며, 내용적범위는 지적행정의 역할분담모형의 개발로 한정하였다. 아울러 연구방법으로서 접근방법은 행정적 접근방법을 사용하였고, 조사방법은 문헌조사법과 설문조사법을 병행하였으며, 분석방법은 분석적 계층절차(AHP : Analytic Hierarchy Process)방법을 활용한 통계적 분석방법을 실시하였다. AHP분석을 실시한 결과, 지적행정사무를 대변하는 필지조사사무, 필지등록사무, 필지관리사무 들 가운데 필지등록사무 → 필지관리사무 → 필지조사사무의 순으로 지적행정사무의 기능 및 권한을 지방정부로 이양할 수 있을 것으로 나타났다. The purpose of this study is to conduct AHP on and evaluate cadastral administration areas highly related to the resident’s life and property rights and to find a ideal role sharing model for dividing cadastral administration work between the central governments and local governments. In order to achieve the above purposes, the target was set as cadastral administration, and the scope was classified into space, time and content. The time scope was set from 1995 when decentralization began to be implemented in earnest to the present. The spacial scope was set as Republic of Korea, and the content scope was limited to the development of role sharing model for cadastral administration. Also, administrative approach was adopted, and both literature and survey research methods were used. As for analysis method, a statistical analysis method using Analytic Hierarchy Process (AHP) was adopted. As a result of conducting AHP, it was found that the functions and authorities for the major cadastral administration work could be transferred to the local governments in the order of lot registration work → lot administration work → lot investigation work.
