지역경제활성화를 위한 지방정부조직리더의 역할: 향토자원, 농촌관광, 슬로시티를 중심으로

최근 자치단체는 지역경제 활성화를 위하여 다양한 노력을 하고 있다. 그 결과, 부분적인 성과를 이루고 있다. 그 내용을 보면, 농촌관광과 슬로시티를 연결한 지역의 특수성을 고려하여 지역마을 만들기를 결성한 곳이 두드러진다. 이러한 성과는 지역의 고유성과 지방정부조직리더 역할을 잘 반영 하였다고 볼 수 있다. 지역의 고유한 향토자원을 영역과 특수성에 맞게 농촌의 교육, 관광, 휴식공간을 위한 네트워크 할 수 있도록 한다는 전제하에 지역경제에 도움을 줄 수 있다는 것을 염두에 두고, 지방정부조직리더 역할의 중요성을 살펴보고자 하였다. 연구 목적을 달성하기 위하여 연구내용과 방법은 향토자원의 새로운 재해석의 필요성, 농촌관광은 교육프로그램과 지역 네트워크연결, 슬로시티의 성공적인 사례 등을 중심으로 지방정부조직리더 역할에 기초하여 문헌검토, 실증연구, 외국사례연구를 중심으로 하였다. 연구결과는 다음과 같다. 첫째, 향토자원은 어메니티로 확대 해석이 필요성이 있었다. 둘째, 농촌관광은 지방조직구성원의 자발적인 참여를 통한 공동의 혜택과 이익을 위한 중재노력이 필요했다. 셋째, 단체장의 역할은 개인의 아이디어를 보호하고, 지역브랜드를 지켜주기 위한 불법유통을 방지하는 제도적 장치를 마련해야한다는 것을 알 수 있었다.
