‘형성적 기획’으로서의 민주시민교육: 한국 민주시민교육의 기본 방향과 초점

‘촛불혁명’ 이후 한국 사회의 불의 혁파와 개혁의 완수는 각성된 시민의 감시와 견제와 참여에 달려 있다. 결국 문제는 시민이고 그 시민이 갖춘 ‘민주적 시민성’인 바, 시민들, 특히 미래 세대가 그러한 민주적 시민성을 갖추도록 하기 위한 ‘민주시민교육’의 필요가 절실하다. 그러나 많은 장애도 있다. 무엇보다도 우리 사회의 ‘유교적 근대성’과 그것을 지배하는 메리토크라시 이데올로기가 미래 세대를 포함하여 대부분의 구성원들이 시민적 주체로 형성되는 것을 체계적으로 방해한다. 그것이 ‘모욕사회’를 낳아 시민들을 일상적 자존감의 상실로 이끌기 때문이다. 때문에 하나의 ‘형성적 기획’(마이클 샌델)으로서 체계적으로 실천되어야 할 한국의 민주시민교육은 독일의 정치교육의 성과 같은 것을 참조하여 수용하되 우리 사회의 현실에 대한 비판적 성찰 위에서 ‘시민적 자존감’의 향상에 특별한 초점을 두어야 한다. 그러기 위해서는 민주시민교육은 ‘의식화’에 초점을 둔 주지주의에서 벗어나 무엇보다도 민주적 상호인정관계의 경험공간을 확대하기 위한 노력을 경주해야 한다. After ‘Candlelight Revolution’, the reform politics of Korean society depends in the long run on the vigilance, contestation, and participation of the awakened citizens. Citizen and its ‘democratic citizenship’ is most important here, hence the need for the ‘education for democratic citizenship’, especially for the next generation, is enormous. But there are many barriers. Above all, the ‘Confucian Modernity’ of Korean society and its hegemonic meritocracy ideology hinder systematically the formation process in which people grow into active civic subject. Meritocracy ideology produce ‘contempt society’ which lead citizens into the loss of their ordinary self-respect. In this context, Korean Education for Democratic Citizenship as a ‘formative project’(Michael Sandel) must reflect this situation very critically and put its special focus on the improvement of the ‘civic self-respect’, beyond simply introducing the foreign model such as German ‘Politische Bildung’. For that purpose Korean Euducation for Demoractic Citizenship must overcome a sort of the intellectualism which focuses on the ‘conscientization’, and makes great effort to enlarge the experience space for the democratic relationships of mutual recognition.
