서해 5도에서의 중국어선의 불법조업 문제

중국어선의 불법조업문제는 동북아의 국제적인 문제이다. 특히 남북의 해상 경계선인 북방한계선(NLL) 해역에서 불법조업 빈도는 매우 높은 편이다. 북방한계선 부근에서 야간이나 기상이 불량한 시간을 틈타 기습적으로 우리해역으로 넘어와 조업하다가 단속을 피하여 다시 북측 해역으로 넘어가는 게릴라식 수법을 사용하고 있다. 중국어선의 불법조업 문제는 대한민국과 중국의 양자간의 문제가 아니라 북한과도 관계가 있는 동북아의 문제가 되어 버렸다. 본 연구는 동북아의 해양 문제 중에서 NLL해역에서의 중국어선의 불법조업문제에 집중하였다. 서해 5도의 특성을 분석하고, 서해 5도에서의 중국어선의 불법조업 실태를 분석하여 국가적 대응방안을 모색하고자 했다. 국가적 대응방안으로는 서해 평화협력 특별지대 구상, 중국어선의 불법조업 방지를 위한 남북 합의서의 재가동, NLL에서의 동동어장설정, 합작어로회사의 설립, 서해 5도 해양경비안전서의 설치검토, 불법조업 단속역량의 강화를 제시하였다. This article is a study to suggest about the illegal fishing problem of chinese fishermen in the five islands of the West Sea. The illegal fishing problem of chinese fishermen is international affairs in Far East. Especially, Frequency of Chinese fishermen’s illegal fishing more in the northern line sea than in another seas. Vessels of chinese fishermen come and go across northern limit line to evade regulation of south korea’s coast guardmen with guerrilla technique. On the occasion of regulating by south korea’s coast guard men, they go to north korea sea. This illegal acts was happened in nighttime or worse weather conditions. The illegal fishing problem of chinese fishermen in the five islands of the West Sea became not only the problem of south korea and china but also the problem of south korea and north korea. therefore, three nations(south korea, north korea and china) were related to the illegal fishing problem. I suggest that authority of south korea should try to approach “Special Zone of Peace and Cooperation in the west sea” initiative, reestablishment of south korea and north korea agreement to prevent illegal fishing in the NLL, the fishing cooperation of south korea and north korea, the foundation of coast guard station in the NLL area and the regulating ability reinforcement of korea coast guard about illegal fishing chinese fishers.
