충북지역 교육 중간지원조직의 역할을 통한 지역소멸 대응 방안 탐색: 협력적 거버넌스 관점을 중심으로

충북은 도농 간 교육 인프라 격차가 크고, 학령인구 감소 및 청년층 유출 심화, 다문화 및 취약계층 교육 수요 급증 등 복합적 과제를 안고 있다. 본 연구는 충북지역이 겪고 있는 지속적인 인구 감소와 지역소멸 위기에 대응하여 교육 중간지원조직의 역할과 운영 과제를 협력적 거버넌스 관점에서 분석하고, 실천 가능한 정책 방안을 제시하고자 한다. 이를 위해 PEST분석과 FGI조사의 절차와 자료원을 제시하며 분석결과에서 충북의 환경요인별 시사점과 중간지원조직 실천방안을 제안한 뒤 정책 제언과 향후 연구를 논의하고자 한다. 분석 결과 충북지역 교육 중간지원조직은 지역의 교육 수요를 반영한 정책기획자로서 민·관·학 협력을 중재하고, 지역사회와 학교 간 허브 역할을 담당할 필요가 있다. 이를 위해 신뢰 구축, 협력적 리더십, 명확한 절차, 전문성 확보와 같은 거버넌스 요소가 요구되며, 특히 교육복지 및 청년 정착 지원을 위한 맞춤형 정책 추진과 운영의 지속성을 위한 기반 구축이 중요한 과제로 도출되었다. Chungbuk faces complex challenges, such as significant educational infrastructure disparities between urban and rural areas, accelerated student population decline, youth outflow, and rising educational welfare demands from multicultural and disadvantaged groups. This study explores the roles and strategic operation tasks of educational intermediary organizations in response to the demographic decline and regional extinction crisis in the Chungbuk region, employing a collaborative governance perspective. To this end, we present the procedures and data sources for a PEST analysis and focus group interviews (FGIs), derive implications by environmental factor for Chungcheongbuk-do, and then propose practical strategies for education intermediary organizations, followed by policy recommendations and directions for future research. The analysis revealed that intermediary organizations must function as policy planners that reflect local educational needs, mediators of public-private-educational partnerships, and hubs linking schools and local communities. Essential collaborative governance elements identified include trust-building, collaborative leadership, clear operational procedures, and organizational expertise. Additionally, tailored policies to support educational welfare and youth settlement, along with sustainable operational foundations, were highlighted as critical tasks. KCI Citation Count: 0
